About Digitalization of Land Records
- Digitization of land records is the process of transforming physical documents into digital formats.
- The initiative was launched to computerize all land records, promoting transparency and reducing land disputes through updated settlement records.
- As of December 2023, the computerization of land records, specifically the Record of Rights (RoR), has been completed at a rate of 95.08 percent.
Significance of Digitalization:
- Economic Boost: The completion of the digitalization of land records is expected to contribute substantially to India’s GDP, providing a boost of 1.5%.
- Ease of Doing Business: A substantial reduction in land dispute cases will elevate the country’s ease of doing business ranking.

Government Initiatives for Digitalization of Land Records:
Digital India Land Records Modernization Programme (DILRMP):
- The DILRMP was introduced through the revamping of the National Land Record Modernization Programme (NLRMP).
- The objective of the DILRMP is to develop a modern, comprehensive, and transparent land record management system.
Unique Land Parcel Identification Number (ULPIN) or Bhu-Aadhar:
- The ULPIN system, featuring a 14-digit alphanumeric unique ID for each land parcel based on international standards like Electronic Commerce Code Management Association (ECCMA) and Open Geospatial Consortium (OGC), is being implemented nationwide.
- It utilizes geo-coordinates of the parcel’s vertices, facilitating standardized and transparent land identification.
- ULPIN will have ownership details of the plot besides its size and longitudinal and latitudinal details.
- This would facilitate real estate transactions, help resolve property boundaries issues and improve disaster planning and response efforts, etc.
- It standardizes land records data nationwide, preventing duplication and enabling seamless sharing and cross-validation of land data.
National Generic Document Registration System (NGDRS) or E-Registration:
- In order to have a uniform process for registration for deeds/documents, One Nation One Registration Software namely NGDRS is being implemented in States/UTs.
- The NGDRS or e-Registration is a common, generic and configurable application developed for Registration Departments across the country.
- IT addresses diversity in registration processes across states.
Transliteration of Land Records in all languages of Schedule VIII in all States/UTs:
- Records of Rights transliterated into all 22 scheduled languages in the Constitution.
- Overcomes linguistic barriers, facilitating informed policy decisions and benefiting citizens, start-ups, investors, and industry stakeholders.
Linkage of e-Court with Land Records / Registration Data base:
- The objective of Linkage of e-Court with Land Record and Registration data base is to make authentic firsthand information available to the Courts resulting in speedy disposal of cases and ultimately, reduction in land disputes.
The SVAMITVA scheme:
- The scheme represents a reformative initiative to establish clear ownership of property in rural inhabited areas by utilizing drone technology for mapping land parcels.
- It involves issuing legal ownership cards, commonly known as property cards or title deeds, to village household owners as a means of providing a comprehensive Record of Rights.
