India has been recently elected to the 15-member steering committee of the Global Operational Network of Anti-Corruption Law Enforcement Authorities GlobE Network during the Plenary session held in Beijing, China.

About GlobE Network:

  • The GlobE Network is a vital platform for international cooperation, where global agencies share best practices, criminal intelligence, develop strategies and support against corruption.
  • It was established in 2021 and is open to anti-corruption law enforcement authorities of all UN Member States and States parties to the UN Convention against Corruption (UNCAC).
  • The Network is governed by its members and is supported by the United Nations Office against Drugs and Crime (UNODC) which provides the Network’s secretariat.
  • Through the GlobE Network, operational law enforcement authorities with an anti-corruption mandate can join forces to advance transnational corruption cases.
  • These authorities include anti-corruption agencies, police forces, prosecutor’s offices and offices of the attorney general, asset recovery offices and financial investigation units.
  • Practical support to investigators and prosecutors includes the GlobE Secure Communications Platform (SCP) for swift, secure exchange of information and other resources.
  • It has 121 member countries and 219 member authorities and has one chair, one vice-chair and thirteen members in the steering committee for providing leadership.

Significance for India:

  • India was elected to the steering committee after a multi-stage voting process during the fifth plenary meeting of the GlobE Network in Beijing.
  • As a member of the Steering Committee, India will play a crucial role in shaping the global agenda against corruption and asset recovery.
  • The Ministry of Home Affairs (MHA) is the central authority for the GloBE Network while the Central Bureau of Investigation (CBI) and Enforcement Directorate (ED) are member authorities.
  • It is a G20 initiative to combat cross-border financial crimes and corruption and received strong support from India in 2020.
  • It may be recalled that during India’s G20 Presidency in 2023, two High Level Principles for combatting Corruption were adopted which detailed leveraging of GloBE Network.
