About NITI (National Institution for Transforming India) Aayog:

  • NITI Aayog is the premier policy ‘Think Tank’ of the Government of India, providing both directional and policy inputs.
  • It was established in 2015 by the Union Cabinet resolution, under the NDA government, to modernize policy-making and replace the Planning Commission’s top-down strategy with a bottom-up approach.
  • Focuses on sustainable development goals and enhancing cooperative federalism by fostering the involvement of State Governments in the economic policy-making process.

Composition:

  • Chairperson: Prime Minister of India.
  • Governing Council: Includes the Prime Minister, Chief Ministers of all states and Union Territories (UTs) with legislatures, and Lieutenant Governors of other UTs.
    • Ex-Officio Members: Up to four members of the Union Council of Ministers, nominated by the Prime Minister.
    • Special Invitees: Experts, specialists, and practitioners with relevant domain knowledge, also nominated by the Prime Minister.
    • Part-time Members: Selected from leading universities and research institutions.
    • CEO: Appointed by the Prime Minister for a fixed tenure, holds the rank of Secretary to the Government of India.
  • Regional Councils: Formed to address specific issues affecting more than one state or region.

Mandate:

  • Oversees the adoption and monitoring of Sustainable Development Goals (SDGs) within the country.
  • Promotes competitive and cooperative federalism among states and UTs, moving away from the earlier bargaining federalism model.
  • Nodal agency for catalyzing economic development through a collaborative approach involving state governments.
